Behind the growing risk of lithium-ion battery fires on flights

Hello, everyone. One of the dangers of Dangerous Goods is that in normal life they may not seem dangerous. So people don’t see the threat! But when gathered in large quantities and exposed to flight conditions – change of pressure, vibration and so on – they behave unpredictibly, sometimes causing explosions and violent fires!
Lithium batteries are a growing concern for airlines. On a flight with 100 passengers there may be as many as 500 battery-powered devices. Who should be responsible for preventing the potential risks?
